THANK YOU ALAN !We are fortunate to have Big Island Weekly and this quality of reporting to cover our local council meetings and take the time to interview people more in-depth about them. WE NEED TO KNOW WHAT IS HAPPENING. I hope the residents of this island will take advantage and utilize this resource (BIW) all the more. I also hope BIW will continue to follow and report on this vitally important issue for all of Hawaii. This is true even for those with already permitted houses as I have heard that some jurisdictions have ex post facto imposed the wind-borne debris regime and required very expensive upgrades to already existing homes. This code could be setting us up for that.Either I misspoke or in the flurry of rapid testimony may have been misquoted.
If a rancher wants to install a small, portable water tank (“Water tanks or catchments, regardless or height or size.” per 5-19-4 of the bill) it must be PERMITTED ( and wait up to 10 weeks to receive the permit) not necessarily requiring a civil engineers stamp. It is totally correct regarding the $1200 ( approximately) in engineering fees before you can even think about getting a permit for even a single, low power, $50 solar module See HawaiiansforAffordableHousing dot orgs website to read the county requirements for yourself.

Your whole article was nothing short of a slam on a family that has done so much for the area over the last 100 years.
The Shipmans have sold much of the land that was originally sold to them by Kamehameha IV's family trust in the late 1800's. They have sold off huge areas to private owners (HPP is a case in point) and given away land to the public for parks and schools. (Shipman Park in Keaau).
Your snotty, and mean spirited article, was not only poorly researched, but is an example of your left leaning bias, no doubt learned in school, that anyone who has accomplished anything, and succeeded, must be bad.
Lastly, you know nothing of poultry pathology and yet call the Shipman's flock of Nene "inbred". The real history is that Herbert Shipman is credited with single handedly saving the Nene Goose from certain extinction, like so many other birds were that were wiped out by local hunters in the 1800's. The Shipman's have received numerous awards for their work saving the geese. They have been recognized by the National Geographic Society, as well as the State of Hawaii for saving our State Bird.
Next time you get the feeling to attack someone, try a little research, or maybe conduct your "journalism" the old fashion way, and interview the person or people for their side of your assumption.

Mr. Smith,
Your whole article was nothing short of a slam on a family that has done so much for the area over the last 100 years.
The Shipmans have sold much of the land that was originally sold to them by Kamehameha IV’s family trust in the late 1800′s. According to Bill Walter, the current president of W.H. Shipman Limited, "Ownership of the "Old Government Road" which is the pathway from HPP to Ha'ena Beach has never been in question. It is now and has historically belonged to the government. Several years ago this section of the Old Government Road (from HPP to Ha'ena) was transferred by the State Land Board to the State's Trail System "Na Ala Hele." Na Ala Hele has responsibility for maintenance of the trail. In the near future Shipman will build, at its own expense, a parking lot at the trailhead on Shipman property and provide land for signage, etc."
Mr. Bill Walter also says that, "The trespassing case that was discussed in the article had nothing to do with this access to Ha'ena. Rather, that case was about a roadway that was always private and had been constructed by Puna Sugar."
More than one source gave me wrong info. I am very sorry for my error. I researched, but obviously not enough.

It turns out I received incorrect information and I sincerely apologize for my mistake. First, the bailouts happened in 2008-2009, not in 2007. Second, $800 billion divided by 300 million Americans is about $2,667, not 2.67 million (a thousand-fold mistake). Third, the Citizens United decision does not affect existing bans on corporations donating to candidates directly running for office.

The fourth paragraph of this article has at least three factual errors.
